Adds the issue-handoff planning workflow: the Android client can create a planning job, preview and retry a persisted handoff, then create an independent execution job from the selected immutable document. The service persists handoffs and their Markdown artifacts, exposes authorized list/content/publish routes, injects the pinned digest and document into execution prompts, and publishes verified attachments through configured Forgejo credentials.

Validation:

  • make test — 835 unit assertions and service suite passing.
  • make test-service — 26 passed, including catalog registration, persisted handoff list/content, digest metadata, and immutable identity validation.
  • Full emulator fixture — 164 UI actions and 86 asserted requests, covering planning model selection, Markdown preview, attachment retry, and independent execution model creation. Report: build/emulator-results-handoff-tty-a6a8b8fc/report.json.
  • make binary — native executables build successfully; bj-serviced --version reports 0.6.0.
