Integrates the conduit send/receive feature into the shell command surface:

• Adds the conduit feature and static retention, preserving the legacy worm protocol.
• Adds unlock-gated ,send and ,receive dispatch with shell-local environment expansion, prompt-safe capability input, cancellation, and recorder redaction.
• Updates extras overlay handling so the selected all-features build preserves newer locked dependencies and conduit native archives.
• Advances the shell version and documents the new command/security boundary.

Validation: exact clean make features-all and make binary bootstrap, integrated all-features macOS binary with conduit native symbols, PTY smoke, and the macOS delegated Linux pre-PR gate (the final delegated Linux stage remains dependent on the current extras checkout being available from its default branch).
