Implements handoff item 37: proxy request controls are validated instead of silently ignored.

  • Supports tool_choice=none by suppressing tool calls.
  • Rejects unsupported model and sampling controls with structured HTTP 400 errors.
  • Adds regression coverage for routing and unsupported controls.
  • VERSION and package manifests bumped to 0.5.1.

Validation: Jerboa balance checks and git diff --check passed. jerboa_verify was attempted but the MCP runtime failed with its existing variable compile error.
