Implements handoff item 43: Anthropic assistant messages preserve text alongside tool_use blocks.

  • Emits a text content block before tool_use blocks when mixed content is present.
  • Keeps tool ordering and input decoding unchanged.
  • VERSION and package manifests bumped to 0.5.1.

Validation: jerboa_balanced_replace wrote the source and reported balance OK; jerboa_check_balance passed; make gen passed (97 processed, 0 errors).
