Adds make freebsd-arm64 for macOS-to-FreeBSD aarch64 cross-compilation, including the arm64 sysroot, Rust target, tarm64fb Chez cross toolchain, and jdrive-bin-freebsd-arm64 output.

Verification:

• make freebsd-arm64
• make binary-smoke
• make lint
• Produced ELF: ARM aarch64, FreeBSD 14.4

Remote smoke test is blocked: ssh stink currently rejects all configured keys with Permission denied (publickey,keyboard-interactive).
