Normalize outbound recipient handling on both sides of the JMAP submission path.\n\nChanges:\n- Canonicalize Android compose recipients before building the JMAP address arrays.\n- Canonicalize server-side JMAP submission mailbox/envelope addresses before jsmtp handoff.\n- Cover display-name recipient input in the existing jsmtp handoff test.\n- Bump VERSION and synchronized version strings to 0.2.28.\n\nVerification:\n- jerboa_check_balance: lib/jjmap/submission.ss, tests/test-jmap.ss, lib/jjmap/main.ss, support/android/app.ss\n- jerboa_verify: lib/jjmap/submission.ss, tests/test-jmap.ss\n- make test\n- JANDROID_REPO=/Users/user/mine/jerboa-android make android-apk with rustup cargo/rustc toolchain path\n- Gradle 9.5.1 + JDK 17 + ANDROID_HOME assembleDebug\n- make binary\n- ./jjmapd --version
