Use ~/.cache/jerboa-cross/jerboa when ~/.local/bin/jerboa exists, preserving vendor/jerboa as the fallback locked release path.\n\nVerification:\n- bash -n scripts/build-binaries.sh scripts/native-loader-security-test.sh\n- make -n ensure-jerboa\n- jerboa_verify build-binary.ss\n- changed-line jerboa_security_scan clean
