Known limit: network listener and persistent spool still need end-to-end Genode tests; shared-core lazy linkat/unlinkat warnings remain external.

Adds native Genode Rust and Goa packaging for jerboa-smtp, exact tar-VFS staging, a full Scheme launcher, documentation, and fail-closed Genode gates for unavailable Capsicum and filesystem operations.
