Use the shared Jerboa source/cache when ~/.local/bin/jerboa is installed, while preserving vendor/jerboa as the fallback.\n\nVerification:\n- make -n ensure-jerboa\n- jerboa_verify build-binary.ss build-binary-qt.ss build-jwebex-cross.ss\n- changed-line jerboa_security_scan clean
