Summary

add the Conduit v1 native Rust workspace, FFI ABI, Jerboa binding smoke path, service adapters, protocol specs, and evidence packet
wire Jerboa 0.13.3 build defaults and sync VERSION/jpkg.sexp to 0.3.2
fix CI flakiness in native service tests by giving temp SQLite policy paths and mux Unix sockets per-process atomic suffixes
ignore generated smoke/build artifacts and fetched Jerboa source checkout so CI/review does not depend on object-code or local build trees
