Replaces the still-relevant portions of #9 and #10 after #11 merged their overlapping Kimi3 work.

Changes:

remove remaining Qt placeholder registrations and enforce the ban in the registry audit
keep per-window modelines independent and test split-window behavior
isolate behavioral/scenario REPL port files and process cleanup
clear behavioral error logs per test
guard find-file-at-point highlighting with so-long detection
add stress-test RSS sampling and CSV evidence
bump VERSION to 0.1.9

Verification:

Jerboa balance checks passed for every changed .ss file
git diff --check
scripts/audit-command-registry.sh
make test: all suites passed, including 695/695 main tests and 32/32 Qt part2 tests
make test-behavioral: 105/105 passed
make binary
JEMACS_DEV_NATIVE=1 ./jemacs --version
